The screenplay tells the true story of Milton "Doc" Noss, a 1930's podiatrist , who claims to have discovered a legendary treasure trove inside New Mexico's Victoria Peak. Doc tries convincing investors that the peak holds riches beyond imagination, showing items he purportedly retrieved. His claims attract interest from shady figures and the U.S. military alike. Doc meets a violent end before he can retrieve the treasure. His widow, Ova, battles for decades against the Army's takeover of the peak, trying unsuccessfully to prove her husband's claims. The legend captivates locals for generations, some believing Doc a con man, others convinced the treasure remains sealed inside the mountain, until a Rolling Stone's reporter arrives to unravel the story.
